Description

ABSTRACT If planning comes to fruition, the African Union should have a six brigade United Nations-style African Standby Force ready to police the continent's conflicts by the end of this decade. While there is no lack of political support for the development of the African Standby Force, valid concerns persist about the financial implications of implementing African Union objectives. After all, the African Union missions in Burundi and Darfur (Sudan) involved more than 10 000 peacekeepers at a huge cost. Moreover, if the African Union's recent experience in Darfur is to be taken as a yardstick of any kind, it would seem that the African Union's plan to work towards intervention operations (specifically peace enforcement) and multidimensional peacekeeping is quite ambitious.
