ABSTRACT In January 2004 it was announced that the African Union had adopted a Draft Framework for a Common African Defence and Security Policy for the continent. Subsequently, the AU made significant progress in the development of a cohesive African peace and security system when relevant functionaries agreed on the modalities of an African Standby Force to deal with security crises on the continent. This article assesses the developments, progress and prospects concerning detailed 'official policy formulation' regarding peace and security in Africa--more specifically relating to conflict resolution and peacekeeping. Against this background, it reflects on the importance of an African regional response to conflicts and analyses the political-legal basis for intervention action in the African context. It furthermore explores the salient features of the Common African Defence and Security Framework and considers the creation of an African Standby Force. In conclusion, an assessment is made of a number of outstanding matters regarding shared responsibility and burden-sharing between African roleplayers and the United Nations, as well as of the practical challenges African forces are faced with by assuming a continental peace support role.
